Not enough parking space, and a rotten wreck takes up two? Or does the rusty carcass of a former car threaten the safety of children and spoil the view from the window? This problem can be found in every city.

It is quite possible to remove trash from the territory. You just need to know where to go and how to describe the discontent so that the responsible authorities take out the scrap metal from the yard. But first, you need to make sure that the car falls into the category of auto garbage.

Signs of an abandoned car

There is no clear concept of what junk is yet.

But there are a number of features and damage in which the car loses the right to park in a public place:

  • Prolonged stationary state of the vehicle in one position and a gradual deterioration in its appearance;
  • Dismantling of the vehicle, namely the lack of major parts, components and assemblies. These include: doors, hood and trunk lids, fenders, wheels, glass, engine and other important components;
  • Flat tires, which, moreover, could "grow with moss";
  • The presence on the surface of "real estate" of deep rust and rotten holes;
  • Accidental condition with serious collision marks. First of all, equipment that cannot be restored falls under the evacuation;
  • Accumulation of garbage, scrap metal, cigarette butts and other waste near the vehicle;
  • A breeding ground for mice, rats and insects inside the vehicle;
  • "Growing" into the ground on the territories of playgrounds, lawns and other places not intended for vehicles;
  • Long-term parking in guest parking lots, private areas, container yards and other areas that do not allow long-term use;
  • Suspicions of fire and terrorist danger. So, the leaking liquid of a faulty car can lead to a strong fire, and an ownerless "tin" in a public place can become a good cache for dynamite.


All of the above characteristics translate the car into the status of junk, which can be evacuated from the local and public territory.

Reasons for the appearance of neglected cars

Every rusty "trough" was once a vigorous and useful transport. But, by some coincidence, it was left in one day thrown into the eternal parking lot. There are a lot of reasons for this:

  • The owner of the unfortunate jalopy is a drunken alcoholic. Sometimes such individuals forget to go out into the street, not to mention driving a car;
  • A sudden urgent business trip may not give the owner time to park the car;
  • A driver sent to the army would have time to use a parking lot or a garage, but often young people have no money for either one or the other. In this case, the car is transferred to the control of relatives or remains “sad” in the yard for a year;
  • The property of arrested citizens is also often abandoned. If the term of imprisonment is long, and there is no one to pick up the car, then she will have to stand before the tow truck;
  • A sharp deterioration in the owner's health or an accident followed by treatment in a hospital also does not imply the ability to rearrange the vehicle;
  • And, finally, the sad fact of the death of the owner, who has no heirs, leaves no chance for the car to move from its place without the intervention of state bodies.

What to do and where to go

Even if the rusty skeleton already vaguely resembles a car, you cannot touch and move it yourself. Such actions fall under arbitrariness and theft without the purpose of theft.

The first step is to try to find the owner of the "tin".


If the search was justified, then you can try to convey to him the essence of the claims. Yes, in most cases there will be no benefit from this, and the owner will ignore the opinion of the disgruntled residents. But this point is extremely important in subsequent actions. So, the indifference of the owner will be one of the arguments in the application for evacuation.

Next, you need to photograph the trash from all sides. Particularly severe damage and corrosion can be captured in more detail.

If there is evidence from neighbors that the owner of the scrap metal is out of town, in places of imprisonment, or is not alive at all, then this data should also be indicated in the application.


You need to contact the district administration, on the territory of which the garbage is located. There are several ways to contact them:

  • Call the specified number;
  • Send documents by mail;
  • Visit the reception of the administration in person;
  • Write an application and send it to the website of the district government.


The first option is as simple as it is useless - an oral statement over the phone is not perceived by officials as a signal for action. They can promise anything, but most likely they won't.

For decisive steps, you still need to state the claim in writing. In the modern world, it is most convenient to use the Internet for such purposes.

We write a statement

The appeal is written to the name of the head of the district administration. It should indicate:

  • The main reason for the application;
  • The exact location of the vehicle with street names and house numbers nearby. To facilitate the search for a car, you can attach a mark on the map (or a printout of a fragment of the map with the allocation of a parking space when submitting documents in writing);
  • Indicate all signs that confirm that the car has been abandoned;
  • If there is evidence from neighbors about the absence of the owner, it is worth attaching them as well;
  • If the owner is there, but does not take any action to clean the "clunker" even after repeated requests from residents, then this fact should also be stated in the appeal;
  • To be completely convincing, it can be added that rusty rubbish interferes with the cleaning of the territory, violates the architectural appearance of the city or courtyard, spoils the arrangement and landscaping, poses a threat to children and can be used by terrorists, is fire hazardous and spoils the ecological situation and aesthetic appearance;
  • The next item will be a request to take measures for the official identification of the car and its evacuation to a specialized parking lot, thereby freeing the territory from trash;
  • At the end, you need to attach photos proving the unsightly appearance of the car. They must be of good quality and taken from several angles so that the administrative commission can come to the first conclusions on their basis;
  • When submitting documents in writing, you need to make a copy of the application, put a signature and date on both forms, take them to the reception and demand to register the appeal. In this case, a registration mark should appear on the document remaining with the applicant.

Administration reaction

After the application is received, a special commission must leave for the location of the junk within five days. She is obliged to examine the subject of complaints, identify signs of an abandoned car and confirm or deny the status of the car garbage.

In the presence of confirming facts about the "sad" state of the car, representatives of the administration should figure out the owner (if possible) and oblige him to remove the rusty trash within a certain period (usually 30 days).


If the owner was not found or he ignored the order, then after the allotted time the car must be evacuated to a special parking lot at the state expense. If there is an owner, the administration has the right to claim compensation from him in the future.

The results of the examination of the commission and the results of the work done must be communicated to the applicant in writing.

If no answer has been received, and the "trough" is bored in the same place, you can submit a repeated application or write a complaint about inaction to higher authorities with supporting documents attached.

In most cases, however, the issue is resolved fairly quickly and in one go.

A few years ago, the problem of auto junk was really acute. Administrative executives did not have a legal way to combat this phenomenon. Old and decrepit rattle cars, embedded in the asphalt, occupied up to 50% of the courtyards and adjacent territories. It was not possible to withdraw them without the permission of the owner.

The program developed by the government for the legal evacuation of motor vehicles made it possible to change the situation in the shortest possible time and to clear the yards and roads of scrap metal. Now auto-trash is an infrequent phenomenon, and getting rid of it is not difficult.
